Although workshops seem to be the most popular way of discovering this information, Codarra also considers other methods, such as interviews, questionnaires and observation. The most appropriate technique(s) are then applied.
Within the Department of Defence the Operational Concept Document (OCD) is the capstone document in the capability development process. However, Codarra recognises that the document can only be useful if it is the product of a comprehensive capability definition process. Codarra's system engineers are skilled in that process and hence are able to produce a quality OCD that accurately reflects the operational requirements of the various stakeholder groups.
Codarra's systems engineers can create accurate functional or system models of complex systems. Codarra considers functional modelling is an essential bridge between the stakeholder's operational requirements and the detailed system description in the Function and Performance Specification (FPS).
Whereas the OCD is the capstone document in the capability development process, the Function and Performance Specification (FPS) is at the heart of the acquisition process. Codarra has developed a rigorous process for the development of the FPS to ensure that each clause in the specification is complete, unambiguous, consistent, feasible, accurate, achievable and testable. Codarra's systems engineers recognise that the FPS must provide a clear description of the system to prospective tenderers, as well as form the basis of the acquisition contract.
