Project/Program/Portfolio Management relating to Risk ManagementCodarra has extensive integration experience on a range of federal and state government projects. A recent example is our program and risk management role on behalf of the Commonwealth for both the new Defence Joint Headquarters and the alternative headquarters located in the ACT, where some 50 C4I systems were integrated. Other examples include Image Capture and Transmission Systems (ICATS), the integration of the ground control systems and avionics for the Avatar Unmanned Air Vehicle and the development of a suite of software for a new control system for an Unmanned Ground Vehicle.
Codarra has undertaken threat and risk assessments for Department of Foreign Affairs and Trade. An example was a review of national security policies as they applied to overseas missions and an assessment as to the technical implications of those policies. Quality Assurance/Compliance relating to General ITCodarra has a strong track record in providing compliance and quality assurance support for a range of state and federal government IT services. While these have commonly been secure in nature, the principles applying to these services are similar to those for general IT networks.
Codarra has staff members who are accredited under JAS/ANZ Certification for Lead Auditors as well as the Infosec-Registered Assessor Program (I-RAP). We have considerable expertise in standards applying to networks, desktop terminals and software packages applicable to a range of services. Codarra also understands the requirements of Sarbanes Oxley Act 2002 and is able to assist organisations in implementing the financial practices and corporate governance standards included in the Act.

Strategic Development relating to SecurityCodarra is widely experienced in providing security architecture services and is a member of the Infosec - Registered Assessor Program (IRAP). This program is sponsored by DSD and endorses and registers individuals as competent to assess information security systems in accordance with Australian Government information security standards and policy documents. Strategic Development relating to NetworksCodarra undertook the development of the Federal Ministerial Communications Network ICT System Security Plan addressing policy objectives, business objectives, legislation, ICT security practices, system design and security risks. The Plan followed information technology standard AS-NZS ISO-IEC 117799:2006 and organised the content as groupings of Security Objectives and Security Controls. Integration EngineeringCodarra has extensive integration experience on projects such as the new Defence Force Joint Operations Centre project. At a more detailed level Codarra provided complete systems integration services for three different Image Capture and Transmission Systems (ICATS). Verification and ValidationCodarra assisted with the NSW State Rail Authority’s Train Describer and Telemetry program. When this project got into trouble SRA sought assistance with a review of the project and the specification. This is an excellent case study in that the specification was found to have had no configuration management and both the contractor and the SRA had divergent views on what was to be delivered. Codarra undertook a comprehensive organisational review to determine how the system that was to be delivered might serve some useful purpose to the SRA. Test and EvaluationOne of the areas that Codarra often finds wanting in projects are the test and evaluation processes. Our standard process of developing specifications includes the parallel development of the test processes to ensure that every requirement is indeed testable, and that the intended test is understood from the outset.
Codarra is currently assisting Nokia Siemens Networks in a radio project for the Victorian Government and Codarra’s responsibility includes the development of a design management plan, installation management plan, testing and commissioning plan and compliance management plan. Technology Architecture relating to NetworksCodarra has substantial expertise in systems architecture and integration services that are derived from its sound systems engineering and software engineering skills. We have developed an architecture support tool and integrated software and hardware to deliver solutions. Codarra prides itself on its ICT expertise which is evident in the range of systems engineering products its consultants have produced, for both Defence and other clients. Examples include the detailed design and full systems testing to provide a resilient, secure, Internet Protocol (IP) based voice, facsimile and data network for the Ministerial Wing Communications Network. Testing relating to SecurityCodarra provides security architecture services, has extensive domain experience and a system security specialist (SSP) registered through DSD’s IRAP assessment program. Codarra’s expertise includes secure networking (including development of architectures), engineering, threat and risk assessments, and security accreditation of installations, crypto custodial duties and crypto design knowledge. Codarra provides systems and software engineering services associated with requirements engineering, engineering metrics, integration engineering, verification and validation, test and evaluation and technical performance measures. Maintenance & Support relating to J2EECodarra has developed an impressive array of applications for products such as the J2EE based ELA, the J2EE based Spectacular, the Java based Concept Architecture Tool for Defence, various commercial databases, a number of embedded systems and customisation of our ELA software to meet Defence’s SOE and other requirements for AASPO. The embedded systems include applications for telemetry, communications and digital signal processing.
While Codarra usually uses DOORS, Core, or now Spectacular, for management of its requirements, in the case of ELA we have used JIRA. While JIRA was originally developed as a tool for tracking bugs and project managing software projects, Codarra has also used it to track requirements as it dovetails into workflow considerations.
In the case of ELA which is sold internationally, we provide maintenance and support for our customers in the USA and Australia through our service centre in the ACT. This is available as either an email response service or a real time service during normal working hours. Maintenance & Support relating to Risk ManagementOur processes mean lower risk in projects and therefore a higher probability of project success. Indeed, that was recently demonstrated in the new Defence Force Joint Operations Centre project where Codarra developed around 50 specifications for the various ICT systems and delivered the new Defence Force Joint Operations Centre project ICT facility for testing on November 14 2008, on time to the very day. Training Delivery relating to Risk Management and Project ManagementCodarra is a Registered Training Organisation under the AQTF 2007 framework and an APM Group Australasia, Accredited Training Organisation for the delivery and assessment of PRINCE2®, MSPTM and Change Management courses.
